The WTO Agreements try to harmonize reality and principles by specifying the requirements for allowing exceptions in certain cases. While the WTO’s attitude can be highly praised for its forward-looking realism, there exist abuses of the exception provisions because WTO Agreements: The WTO’s rule and the agreements are the result of negotiations between the members. The current sets were the outcome to the 1986-93 Uruguay Round negotiations which included a major revision of the original General Agreement on Tariffs and Trade (GATI).
